Large Cities group Workshop on "e-administration in action— - Birmingham Nov. 2009
A group of Large Cities representing Birmingham, Barcelona, Vienna and Hamburg have met to share their experiences and plans on the topic of "e-administration in action".
Birmingham, after having achieved major steps forward in transforming the Local Government administration and processes the focus is now moving towards implementing new ways to serve their constituents on line, with a new portal including functions like Adults and Children care, Single customer record and on-line personalised accounts….
Barcelona is now delivering its first accomplished building blocks of Barcelona 2.0 announced at the end of 2008. It includes a New City Management Model, Processes innovation with intensive ICT use, Smart services mobilizing Municipal work force inspections, e-Procurement improving security and efficiency, Citizen interaction with an integrated multichannel vision.
Vienna is, since years, providing extensive on line e-government services and transactions to their constituents. Vienna has done now an in depth analysis and evaluation to answer some key questions: what do the local citizens need, want and expect? How do they feel about the City’s services, what do they
think about them, and do they accept them?” During the workshop Vienna has presented the results achieved with focus on the analysis performed.
Hamburg has presented its main achievements: the successful implementation of the 115 pilot for Germany that is now been deployed across the whole country. It’s about setting up a unitary public service number in Germany for business and private individuals as direct line to public administration. Hamburg as also implemented a New internal price-structure, 15 new online-services and has relaunched the portal www.hamburg.de, making it more interactive and enabling more feedback. The City has also launched a Public budget discussion. The key challenges foreseen are related to the renewal of IT for youth and social-services, the new IT for disaster-”management”, putting the Next Generation Network in practice, getting IT-strategy more politic, establishing a digital rights management and IT for schools in relation to Administration and Education.
